During this energy debate at PROVADA, the prioritisation framework for connection and transport agreements for electricity grid connections takes centre stage, along with the implications for residential construction and commercial real estate. As grid congestion increases, obtaining a grid connection is becoming less and less self-evident, which has a direct impact on the feasibility and progress of construction projects.
The issue is structural and continues to grow. Grid capacity is scarce and the expectation is that this will not fundamentally change in the coming years. The prioritisation framework of network operators is increasingly determining which projects can proceed and which cannot. For the real estate sector, this means that traditional development strategies come under pressure. Restrictions are particularly significant for commercial real estate, but residential construction projects are also being increasingly hindered by grid congestion and the associated regulations.
At the same time, new directions for solutions are emerging. On business parks, work is already under way with decentralised energy systems and Smart Energy Hubs that help reduce peak load on the grid. For residential construction, solutions are also being developed, but these are often more complex due to differing legislation and the organisational set-up of projects.
The session starts with a brief substantive introduction by Huibert Baud, who addresses the prioritisation framework and the underlying causes of grid congestion. This is followed by a conversation with panel members, which includes successful examples of building projects that have been realised despite grid constraints.
In the subsequent debate, the discussion will further zoom in on the key questions playing out across the sector:
The session provides insight into the impact of the prioritisation framework on area development and explores which directions for solutions are promising in current practice.

Not a man of one company, but a man of movements. His strength? Not shouting from the sidelines, but starting new companies himself that set the market in motion and challenge existing systems. That's how the jury of the PROVADA Inspiration Award 2026 describes winner Michel Baars. 'Michel gives direction to our entire construction and real estate sector.'

For three days, the real estate sector stood shoulder to shoulder at RAI Amsterdam. With a record number of visitors, a packed programme and plenty of energy, PROVADA 2026 was an edition to remember. Below, we look back at the highlights — and at the end you'll find the photos and aftermovie to relive it all.

At PROVADA 2026, the PROVADA Inspiration Award 2026 was presented to Michel Baars. The award is presented annually to an individual who realises sustainable change within the built environment through vision, courage and decisiveness. This year's presentation marks the award's fifth edition.
