How do you attract (international) capital for area developments?

Large ambitions require capital. But the playing field is changing fast. The inflow of foreign capital fell from nearly €7 billion in 2021 to €600 million in 2025, according to the StiVAD market report. What has fundamentally changed here? What role do regulation, taxation and rental policy play in investors’ decision-making? And if international parties lose interest, who steps up?
