The Ministry of Defence as a New Force in the Real Estate Market

At PROVADA 2026, the Ministry of Defence features prominently on the agenda as a new player in the real estate market. The increased focus on national security has made the spatial and housing challenge more urgent than ever. This places additional pressure on the already scarce space, capacity and resources in the Netherlands. The Ministry of Defence faces a substantial scaling challenge. New barracks, training grounds and supporting infrastructure must be delivered at pace. In doing so, Defence is growing into a defining client within the real estate and construction sector. The central question: how do we deliver this in a country where pressure on space and capacity is already at its limit?

Acceleration through collaboration

To gain momentum, the Real Estate Command Post (CPV) has been established in partnership with the Government Real Estate Agency. The aim: acceleration through standardisation, innovation and intensive public-private collaboration.

The scale is considerable: approximately 11,000 buildings across more than 300 locations need to be modernised or expanded. This requires a fourfold increase in production capacity and a different approach to construction — such as industrial and standardised building methods.

The role of the market is crucial here. Without innovation and collaboration from the private sector, this acceleration is not achievable — certainly not without placing further strain on other priorities such as housing and infrastructure.

A catalyst for change

The Defence challenge brings existing bottlenecks into sharp focus: shortages of personnel, materials and space. At the same time, it forces difficult choices — while also creating opportunities. Building faster, collaborating smarter and organising more efficiently are no longer options, but prerequisites.

In this way, the Ministry of Defence has the potential to become a catalyst for renewal across the sector.

At PROVADA 2026, we bring together government, Defence, market parties and advisors to make sense of this challenge.
