In January, a new exemption decision for services of general economic interest came into force. Under certain conditions, this exemption decision enables (local) authorities to cover the funding gap for affordable housing. In addition to housing associations, real estate developers are also eligible for such funding-gap financing.
During the session, we will discuss the opportunities available to (local) authorities and developers to jointly deliver affordable homes. We will also consider the opportunities that the European VAT Directive offers to Member States to reduce the VAT burden on affordable new-build homes.

At PROVADA 2026, the PROVADA Inspiration Award 2026 was presented to Michel Baars. The award is presented annually to an individual who realises sustainable change within the built environment through vision, courage and decisiveness. This year's presentation marks the award's fifth edition.
