In Rotterdam’s Oostflank, we will be realising around 30,000 homes over the next 15 to 20 years, spread across different areas. The central ambition here is the principle of good growth: new developments contribute to strong, vibrant neighbourhoods and districts, where the existing city benefits too.

How do we give this ambition concrete form in area development? And what does this ambition require in terms of collaboration between public and private parties?

During this session, we will explore these questions in conversation, based on the development of Winkelcentrum Lage Land: a town centre area in the middle of the neighbourhood that must be transformed into a future-proof neighbourhood heart. Together with developers, housing associations and the municipality, we will examine the dilemmas and boundary conditions that come into play.

  • How do we ensure that we build for the right target groups, aligned with the needs of the neighbourhood?
  • How do we ensure an integrated area development, a centre for the neighbourhood?
  • How do we ensure a good mix of housing, social amenities and functions that suit the neighbourhood?
  • How do we also make these ambitions financially viable?
