Paul Splinter
Founder of Bureau Ruimte InZicht & Mentor for Masterclass Concept Development NEPROM

Paul has extensive experience as a (communication) advisor, matchmaking expert, event manager, facilitator and moderator, and content developer for training courses and events (congresses, study trips, city tours/excursions, debates and seminars), particularly in the areas of spatial development, real estate, mobility, and heritage. Since 2017, he has been working independently from his own Bureau Ruimte InZicht in Utrecht. He has a love for the city and enjoys exploring the dynamics of urban transformation areas. He does this mainly by going out frequently, engaging in conversations with people on-site, and capturing the ‘story of the place.’ As a ‘city explorer,’ he develops programs for knowledge-sharing and networking events, including masterclasses, study trips, city safaris, and excursions. He has been guiding the NEPROM masterclass on concept development since 2013 and has organized and led many city trips, excursions, and city safaris. He has worked with NEPROM/G40/Ministry of BZK, municipalities such as Hilversum, Dordrecht, Utrecht, Rotterdam, and Zaanstad, and development companies like Synchroon, ERA Contour, Slokker Vastgoed, Amvest, Ymere, Syntrus Achmea RE&F, Rochdale, and various real estate networks. From October 2020, he has also been working with NEPROM on the knowledge platform KAN. KAN stands for climate-adaptive building—with nature—a initiative by Bouwend Nederland, NEPROM, NVB Bouw, and the Ministry of BZK. Through this platform, project developers, construction companies, investors, housing associations, and municipalities share knowledge and experiences about climate-adaptive and nature-inclusive projects. See www.kanbouwen.nl. From 2017 to 2020, he also worked as an advisor for heritage consulting firm The Missing Link, where he provided developers, designers, and municipalities with ‘the story of the place’ as building blocks for area visions and concepts to build on the identity of the site. From 2012 to June 2017, Paul worked at NEPROM, the association of Dutch project developers, where he was responsible for communication and professionalism (training). He still conducts the Masterclass Concept Development (MCCO), excursions for the Project Development Training Program, and city trips for NEPROM. Previously, he worked as an external communication advisor and press officer at the Netherlands Environmental Assessment Agency (PBL) in The Hague. As a team leader, publisher, and conference developer, he was employed by various publishers including Reed Business Information and Elba Media. As a freelancer, he served as a program and project manager for large substantive events such as Automotive Week in Helmond/Eindhoven (2011), the Real Estate Market Symposium in Utrecht (2011), and the Smart Mobility Centre at Intertraffic Amsterdam RAI (2012). Paul studied Political Science/International Relations at the University of Amsterdam, with a focus on European integration. He completed an internship in Brussels for several months and worked during the Netherlands’ EU Presidency in 1997 for half a year at the Ministry of Foreign Affairs as a public relations officer. In addition to his current activities for Bureau Ruimte InZicht, he has been a board member of Stichting Kinderen van Abong Mbang since 2017—a foundation supporting schools and health posts to improve children’s opportunities in East Cameroon. Since January 1, 2020, he has also been a board member of Stichting Rietveldprijs, the biannual architecture prize in Utrecht.
