The housing delivery challenge is more urgent than ever. We need to build today and ensure that, in the future as well, we maintain sufficient space to continue building. The Spatial Planning Note provides the new national compass. By explicitly embedding housing development locations in this vision, we ensure that future area development aligns with the central government’s long-term strategy.
In this session, the central government will take you through the urbanisation vision from the Spatial Planning Note. We will show why designating large-scale housing development areas is crucial for strong, future-proof regions, and how this gives direction to parties (public and private) in the housing delivery challenge.
At the centre are 127 regional large-scale housing development areas, which, alongside 21 National Large-Scale Housing Development areas, have been included. What exactly does this label mean? How does it change the allocation of effort and responsibilities between central government, provinces and area partners? And how is it steered in practice for these regional large-scale housing development areas?
In this session, we will zoom in on two regional large-scale housing development locations in Zutphen. The Ministry of BZK (Housing Delivery Directorate) will discuss this with the province of Gelderland and the relevant market parties. Together, they will explore what this new category means for practice: how governance changes, which responsibilities the parties share, and how this helps to accelerate the housing delivery challenge.
A session for everyone working on the Dutch housing delivery challenge who wants to understand how the Spatial Planning Note sets the direction for the choices we will make together over the coming decades.
Opening PROVADA 2026: Connecting Defence and Real Estate
On Tuesday 9 June at 10:00 AM, PROVADA will be officially opened by Lieutenant General Dick van Ingen, Deputy Director-General of Policy at the Ministry of Defence. Through his contribution, PROVADA underlines the current and growing intersections between Defence and the real estate sector.
At the Innovation Café, applicable innovations in area development take centre stage
During PROVADA, BouwLab R&Do and The Green Village will be providing the content programming for the Innovation Café. In collaboration with partners BPD, COD and VORM, and the Ministry of Housing and Spatial Planning, the Ministry of Infrastructure and Water Management, and the DMI Ecosystem, one central question takes the lead: how do we move innovation faster from idea to application?
Foreign capital needed to meet housing construction targets
The fiscal threshold for foreign pension funds and insurers to invest in the Dutch housing market must be significantly lowered. That is the view of Mark Siezen, CEO of asset manager Bouwinvest. 'Foreign capital is absolutely essential to meet the enormous housing construction challenge. That requires a stable housing policy and fiscal climate. I am hopeful: the new minister recognises this and will act on it.'
International Investment Day at PROVADA: programme announced
Following the earlier announcement of the launch of the International Investment Day, PROVADA now presents the full programme for Thursday, 11 June 2026. As the largest real estate exhibition in the Netherlands, PROVADA brings together leading market parties for a day of insights, discussion and networking. The newly introduced international investment programme—developed in collaboration with INREV, Holland Metropole and the Ministry of Housing and Spatial Planning—offers international investors direct access to key developments, policy perspectives and investment opportunities in the Dutch market.
